Summary	0004612: No colors are visible when opening an existing STEP file
Description	Unable to see any existing colors that are contained within a step file. All colors are shown as the default color
Steps To Reproduce	Open any existing step file and there are no colors. I also modified an object with a new color, exported the step file, opened up the step file and still wasn't able to see the colors
